Ulster University is delighted to announce that five of its leading researchers have been appointed to sub-panels for the Research Excellence Framework (REF) 2029, the UK’s national assessment of research quality in higher education. Their selection follows a competitive and open recruitment process led by the four UK higher education funding bodies.
The appointments reflect Ulster University’s continued strength in research across a diverse range of disciplines, building on the university’s strong performance in previous REF cycles. In REF 2021, Ulster was recognised for world-leading research in areas including life and health sciences, social policy, and art and design, with more than 70% of its research rated as world-leading or internationally excellent.
The appointed panellists from Ulster University are:
- Victor Gault, Professor of Experimental Medicine
- Pilar Fernandez Ibanez, Professor in Environmental Engineering
- Paul Connolly, Professor of Education and Pro Vice Chancellor & Executive Dean of Faculty of Arts, Humanities & Social Sciences
- Ann Marie Gray, Professor of Social Policy
- Karen Fleming, Professor of Textiles and Ulster Director, Northern Bridge PhD Consortium
The newly appointed panel members will play a vital role in shaping the criteria for REF 2029, ensuring the process remains rigorous, inclusive, and reflective of the evolving research landscape. Their expertise will contribute to the development of assessment standards across 34 Units of Assessment, covering disciplines from engineering and physical sciences to the arts and humanities.
This year marks the first time panel members have been appointed through an open application process, designed to broaden participation and enhance diversity. The REF 2029 panels include researchers from academia, industry, policy, and the third sector, as well as professional services staff and technicians whose work underpins research excellence.
Ulster University Pro Vice Chancellor for Research, Professor Liam Maguire, said:
“Ulster University is committed to cultivating a research environment that enables excellence, collaboration, and impact. This commitment is reflected not only in the quality of our research outputs and partnerships, but also in the calibre of our academic community. We are pleased that several of our researchers have been invited to serve on REF panels in the upcoming cycle, an important and prestigious role that recognises their expertise, leadership, and standing within the wider academic landscape.
“Their selection highlights the strength of Ulster University’s research culture and the value our academics bring to shaping national research assessment. It also reflects our ongoing investment in creating spaces where research can thrive, bringing disciplines closer together and connecting with industry to drive innovation.”
Speaking about the appointments, REF Director Rebecca Fairbairn said:
“It’s been inspiring to see the depth, strength, and commitment of the UK’s research community. I’m very much looking forward to welcoming the new panel members to the team.”
