Car Park Management Guide to Car Park Management Below is a brief guide to the Car Park Management Scheme operating within the University of Ulster. It is recommended that all users and potential users of the University’s car parks read the additional information contained within the Operational Policy and the Terms and Conditions. 1. LOCATION MAPS For reference purposes, please refer to the University campus maps outlining the location of the car parks, disabled parking, pay-on-foot machines, bicycle and motorcycle parks and Car Park and Traffic Management Offices. Coleraine 2. WHO HAS TO PAY FOR CAR PARKING? Car Park charging will apply between the following timeframes: All other periods will be free of charge. However, irrespective of time of entry or exit, where a parking stay extends before or after the free period, charges will apply for the time before and/or after the free of charge period

5. METHODS OF PAYMENT A number of flexible methods of payment are available. 5.1 Deduction from employee’s salaryThis method of payment is only available when paying for a Staff Annual Permit. The cost of parking will be deducted from employee scheme members’ salaries – monthly or weekly depending on salary/wage payment frequency. The regular amount may vary but will generally be 1/12 or 1/52 of annual salary. The University will assess the amount paid at the end of the year and maytake an additional payment to make up the amount due. Staff permits will operate from the date the member of staff signs-up until they serve notice in writing of their intention to leave the scheme in accordance with section 5 of the Car Park Operational Policy. A completed Staff Permit Application Form should be submitted to the Car Park and Traffic Management Office accompanied by a Staff ID card. The latter will be remotely activated and used as a proximity card at the campus control barriers to permit entry to and exit from the campus. The proximity card must be presented each time a staff permit holder wishes to enter or exit the campus. Staff ID cards/car park proximity cards are not transferable. Replacement proximity cards will incur a charge of £10. 5.2 Up-front payment This method of payment is available when purchasing a Student, Staff, Disabled Student/Staff, Commercial Tenant or Non-University Employee permit. The duration of the chosen permit will run from the date of purchase. For students a completed Student Permit Application Form, should be submitted to the Car Park and Traffic Management Office accompanied by a valid University Student ID card. Users will be issued with a proximity card, which will permit access at the campus control barriers. The proximity card must be presented each time a student wishes to enter or exit the campus. On submission to the Car Park and Traffic Management Office of a completed application form and presentation of a valid University Student ID card, users will be issued with a proximity card that will permit entry to and exit from University sites. The card must be used each time a permit holder wishes to enter or exit a University site. Student car park proximity cards are not transferable to staff or any other users. Replacement proximity cards will incur a charge of £10. StaffA completed Staff Permit Application Form should be submitted to the Car Park and Traffic Management Office accompanied by a Staff ID card. Evidence, certified by Human Resources, of the appropriate tariff band to be applied must accompany the application. Disabled students and staff will be eligible for an annual permit at a cost of £1 per annum subject to the presentation of a valid Blue Badge and completion of a Student Permit Application Formor Staff Permit Application Form respectively. Commercial tenants and non-University employees will be eligible to purchase a limited number of annual permits at £150 each. The number of such permits will be linked to the space leased by that particular tenant. These permits must be paid by cash, cheque or credit card in one up-front payment. Regular car park users who are not University staff can purchase an annual permit at the cost of £150. This payment will be a one-off lump sum payable by cash, cheque or credit card. Alternatively all non-UU employees and students can opt for hourly/daily tickets or a top-up card. On submission to the Car Park and Traffic Management Office of a completed application form and payment, the user will be issued with a proximity card. Users will have to re-apply each year. The proximity card must be presented each time a permit holder wishes to enter and exit a University site. Replacement proximity cards will incur a charge of £10. 5.3 Hourly tickets Drivers using this method of payment will press a button at the barrier on entry to the site and take a paper ticket. Prior to returning to the car the ticket must be presented at a Pay-on-Foot station and the tariff paid. The validated ticket will permit the vehicle to exit at the barrier. Drivers have 30 minutes from payment at a Pay-on-Foot station to exit the site. Pay-on-Foot stations can be found at locations convenient to the entrances and exits from the main buildings. The positions of Pay-on-Foot stations are shown on the car parking maps available on the Car Parking and Commuting website and are displayed at each Pay-on-Foot station. Pay-on-Foot stations will take notes, coins and credit cards, will issue change and will provide receipts. They will also accept Euro notes. Lost tickets will be charged at the full daily rate. 5.4 Credit cards Users can alternatively present their credit card on entry and again on exit and the system will calculate the tariff due and deduct it from the credit card account. 5.5 Top-up cards Top-up cards provide occasional users of the car parks with an option similar to ‘Pay as you Talk’ mobile phone payment facilities. Top-Up Tariffs are as hourly/daily rates less 5% i.e. First ½hr FREE Top up cards are purchased from the Car Park and Traffic Management Office and some University Shop Units with an initial credit value of £10, £30 or £50. The initial card purchase will cost an additional £1. This is to cover the supply cost of the card. Cards can be topped up to any value (up to their original value) in increments of £0.10 at Pay-on-Foot stations using cash or credit cards. The original top up value can only be increased by visiting the Car Park and Traffic Management Office. Credit cards will only top up to the full value of the card and will not top up in increments.
NOTE. Top-up cards are like cash and should be treated that way. Records of ownership will not be kept so refunds for lost or stolen cards will not be possible. 6. APPLYING FOR A PERMIT When applying for a permit the appropriate application form must be completed and where possible the following information given: 1) Surname and forenames If permit holders change their vehicles they are requested to advise the Car Park and Traffic Management Office using the Change of Vehicle Form. 7. LOST PERMITS Staff who lose their permit/proximity card should complete a Lost or Damaged Permit Declaration Form and take it to Human Resources. On presentation of the form and payment of £10 a replacement card will be provided. The replacement card must then be taken to the Car Park and Traffic Management Office for activation, this may take up to 3 days during which period users must use alternative payment methods. Students who lose their permit/proximity card should go to the Car Park and Traffic Management Office and complete a Lost or Damaged Permit Declaration Form and on payment of £10 will receive a replacement card 8. DAMAGED PERMITS Staff who damage their permit/proximity card should go to the Car Park and Traffic Management Office to have its condition verified. If the card is confirmed as damaged the Lost Permit procedure (see above) should be followed. Students damaging their permit/proximity card should follow the lost permit procedure (see above) 9. MISLAID/FORGOTTEN PERMITS If a member of staff/student forgets their permit they must take a ticket and pay the appropriate tariff at the Pay-on-Foot station. There will be no access without the use of a proximity card, a top-up card or by taking a ticket 10. LOST TICKETS If a ticket is lost, for security purposes a Lost Daily Ticket Declaration Form will have to be completed, to allow the owner to remove his/her vehicle from the campus. Forms are available at the Car Park and Traffic Management Offices, Security/Reception Desks. On completion of this form a “Lost ticket” will be issued by Car Park Management/Security which then has to be used at the Pay-on-Foot station for payment prior to exit from the Campus. “Lost tickets” are chargeable at a full day tariff. 11. CAR SHARING AND OTHER TRANSPORT An objective of the scheme is to encourage car sharing. The University offers joint payment for those sharing vehicles and has introduced a car sharing system, the first and only such system in Northern Ireland, to facilitate sharing amongst staff and students. The system is available on the Car Park and Commuting web page. Staff may choose to car share, in which case one permit may be purchased jointly with colleagues (maximum group of four). Each member of the group will pay a proportion of the charge based on their own salary/wage e.g. 50% of the individual rate for two sharing, 33% of the individual rate for three sharing and 25% for four. This will be deducted from their salary/wages in instalments. Each staff ID card will be activated to enable it to be used for car park access. It should be noted that only the first card used to enter a site will allow exit and the other group users cards will be disabled during this period. An application form should be completed by each member of the group and submitted with a jointly completed staff car sharing form. Students choosing to car share can sign-up as a group for an annual permit to receive an access control card. Any member of the group can use this card. To receive an access card a Student Permit Application Form should be completed by each member of the group and submitted with a jointly completed student car sharing form. Staff, students and visitors are reminded that the University will continue to work with public transport providers to improve public transport facilities around our sites. RESERVED PARKING, CONFERENCES, EVENTS, HIRE CARS Details on the above are outlined in detail in the Car Parking Operational Policy. 13.
