Part of the TJI Seminar Series, Alan Whysall asks whether the Fresh Start agreement reached by the political parties and Governments last November sets our political institutions on course to greater stability and effectiveness.

He looks at the record of the institutions so far, positive and negative, and concludes there is no other plausible way forward than to make them work; but that that requires a new political climate, with an injection of new ideas, new capacity and new people.

Alan Whysall has for most of the last 20 years been involved with the Northern Ireland peace process as a senior British civil servant in the Northern Ireland Office (with spells in the Cabinet Office in London).

He left British Government in summer 2015 and is now Honorary Senior Research Associate at the Constitution Unit at University College London.
