Discretion and Decision-Making: Voluntary Care and Private Family Arrangements in Ireland

Professionals in child protection and parents need a robust and clear legal and policy framework when making decisions about the entry of a child / young person into state care. This paper examines qualitative and survey data from social work and legal professionals about how these decisions are made in voluntary care and private family arrangements in Ireland.

The presentation will examine the high level of discretion afforded by the system in Ireland and asks if this is the best model of decision-making to best meet the needs of children, young people and their families.
