FOI Publication Scheme 20015/16



Adopting a Publication Scheme is a legal requirement of the Freedom of Information Act 2000 (FOIA).  The Act promotes greater openness and accountability across the public sector by requiring all public authorities to make information it routinely publishes available proactively, through a Publication Scheme.  The Information Commissioner, with responsibility for monitoring and enforcing compliance with the Freedom of Information Act 2000, has drawn up a Definition Document for the Model Publication Scheme for colleges of further education which Ulster University has decided to adopt and formally commit to.  Information held at the University under the 7 main classes of information are available below under point 1.




Section 102 of the Protection of Freedoms Act 2012 adds new provisions to the FOIA regarding datasets.  From 1st September 2013 public authorities face new obligations when it comes to the release of certain information under the FOIA.  If a public authority is providing information that constitutes a dataset and the requester has expressed a preference to receive the information in electronic form, the public authority must provide it in a re-usable form so far as reasonably practicable. Under its Publication Scheme public authorities should publish datasets that have been requested, and any updated version it holds, unless it is satisfied that it is not appropriate to do so.  Copies of datasets provided by the University are detailed under point 5 below.


1.         Main Classes of Information

Please see listed below the main classes of information in the Publication Scheme with details on whether information is held by the University and whether or not it is routinely published.  Information can also be accessed using the University’s search engine.

2.         Fees & Charges

No charges will be made for any information accessed on-line.  For detailed information please refer to our Freedom of Information Fees PolicyFor information provided in hard copy and where there is no statutory provision for charges our rates for photocopying, reformatting and postage will be as follows:

3.         Requests for Information not available through the Publication Scheme

Requests for information not already made available through the Publication Scheme can be made under Freedom of Information by writing to Mr Eamon Mullan, University Secretary, Ulster University, Room J313,  Coleraine BT52 1SA or by emailing the request to foi@ulster.ac.uk.  Requests will normally be responded to within 20 days.
