Personal Development Planning (PDP) is part of the HE Progress File [Guidline (pdf)] which is now being introduced across all levels of higher education as a result of the National Committee of Inquiry in Higher Education (Dearing and Garrick reports). All HEIs are expected to have policies for the implementation of PDP in place by 2005/06.
Recommendation 20 of the National Committee of Inquiry into Higher Education, 1997 (the 'Dearing Report') stated that:
...institutions of Higher Education should, over the medium term, develop a Progress File. The File should consist of two elements:
  • a transcript recording student achievement which should follow a common format devised by institutions collectively through their representative bodies;
  • a means by which students can monitor, build and reflect upon their personal development'.
The Progress File is essentially the HE 'missing link' which will succeed the National Record of Achievement [NRA] in Schools, and precede the Continuing Professional Development [CPD] processes undertaken by many graduate employers.
